Follow these steps to create perfectly crafted beef empanadas.

Step 1: Preparing the Dough

  1. Mix Dry Ingredients: In a large bowl, combine the all-purpose flour and salt.
  2. Add Butter: Incorporate the diced butter into the flour mixture using a pastry cutter or your fingers until it resembles coarse crumbs.
  3. Blend Wet Ingredients: In a small bowl, whisk together the egg, ice water, and vinegar.
  4. Combine Mixtures: Gradually add the wet mixture to the flour mixture, mixing until the dough comes together.
  5. Knead and Chill: Turn the dough onto a floured surface and gently knead until smooth. Wrap in plastic and refrigerate for at least 1 hour.

Step 2: Preparing the Filling

  1. Sauté Vegetables: Heat olive oil in a large skillet over medium heat. Sauté the onions, garlic, and red bell pepper until soft.
  2. Brown the Meat: Add the ground beef to the skillet, cooking until browned. Drain excess fat if necessary.
  3. Season: Stir in cumin, paprika, cayenne pepper, salt, and pepper. Mix well.
  4. Add Final Ingredients: Incorporate the olives, raisins, and chopped boiled eggs into the beef mixture. Stir to combine and remove from heat.

Step 3: Assembling the Empanadas

  1. Roll Out Dough: On a floured surface, roll out the dough to about 1/8-inch thickness.
  2. Cut Circles: Use a round cutter or a bowl to cut circles of about 5 inches in diameter.
